Preheat your oven to 375°F (190°C) for even baking.
In a large skillet over medium heat, cook the hot breakfast sausage until browned, about 5-7 minutes. Drain excess grease.
In a mixing bowl, whisk together eggs, whole milk, salt, black pepper, and flour. Add cooked sausage, tater tots, green onions, and 1 ½ cups cheese. Stir to combine.
Warm tortillas in the microwave for 15-20 seconds. Fill each tortilla with the mixture, roll tightly, and place seam-side down in a greased baking dish.
Sprinkle remaining cheese on top, cover with foil, and bake for 25 minutes. Remove foil and bake for an additional 10-15 minutes until cheese is bubbly and golden.
Let sit for a few minutes before serving. Top with salsa, sour cream, and cilantro.
