Preheat your oven to 350°F (175°C).
In a large mixing bowl, combine the all-purpose flour, baking soda, baking powder, and cream of tartar. Whisk until well blended.
In another bowl, beat the softened butter and granulated sugar until light and fluffy (about 2-3 minutes).
Add the eggs, milk, and vanilla extract to the butter mixture and beat until well combined.
Gradually add the dry mixture to the wet mixture, stirring until just combined.
In a small bowl, mix together the 5 tablespoons of sugar and 2 teaspoons of cinnamon.
Scoop portions of dough, roll them into balls, and coat each ball in the cinnamon sugar mixture.
Place the coated dough balls on a lined baking sheet, spacing them about 2 inches apart. Bake for 10-12 minutes.
Remove cookies from the oven and let cool on the baking sheet for 5 minutes before transferring to a cooling rack.
