  3. Step 3: Combine Ingredients - In a large bowl, mix chopped cauliflower, onion, bell pepper (if using), cheeses, breadcrumbs, egg, herbs, salt, and pepper.
  4. Step 4: Shape the Tots - Line a baking sheet with parchment paper. Use a spoon or cookie scoop to form small tot shapes and place them on the sheet.
  5. Step 5: Bake - Lightly spray the tops of the tots with cooking spray. Bake for 20-25 minutes, flipping halfway through, until golden brown and crisp.
