Preheat your oven to 450°F (232°C) to ensure perfect baking.
In a large mixing bowl, whisk together the all-purpose flour, baking powder, 1/4 teaspoon of garlic powder, and salt until well combined.
Add the cubed cold unsalted butter to the flour mixture. Cut the butter into the flour until it resembles coarse crumbs.
Fold in the shredded cheddar cheese until just combined.
Pour in the milk gradually, stirring until the dough comes together. A few lumps are fine.
Lightly flour your work surface and turn the dough out onto it. Knead gently, then pat into a 1-inch thick rectangle. Cut out biscuits with a cutter and place on a parchment-lined baking sheet.

While the biscuits bake, melt the 3 tablespoons of butter and stir in the 1/2 teaspoon of garlic powder.
