- Step 1: Preheat your oven to 400°F (200°C).
- Step 2: In a large mixing bowl, whisk together the all-purpose flour, sugar, baking powder, baking soda, salt, black pepper, and garlic powder until well combined.
- Step 3: Add the cold, diced butter to the dry ingredients. Using a pastry cutter or your fingertips, work the butter into the flour mixture until it resembles coarse crumbs.
- Step 4: Gently fold in the shredded cheddar cheese and chopped chives until evenly distributed throughout the dough.
- Step 5: Pour in the buttermilk and stir just until combined. Be careful not to overmix; a few lumps are okay!
- Step 6: Using an ice cream scoop or spoon, drop generous portions of dough onto a baking sheet lined with parchment paper, spacing them about 2 inches apart.
- Step 7: Bake in the preheated oven for 15-20 minutes, or until the biscuits are golden brown on top and a toothpick inserted into the center comes out clean.
- Step 8: Remove the biscuits from the oven and let them cool slightly before serving.
